When you hear that a bill passed committee at the Iowa Capitol, it can sound like it’s well on its way to becoming a law. It’s a bit more complicated than that. After the committee but before passage, there is an additional step.
A bill must be placed on the calendar for debate; otherwise, it will not have a chance of moving forward.
This is, of course, controlled by, you guessed it, the majority party. They set the agenda for what bills get the necessary floor time to move forward. Which means they have full control of what moves forward and what does not.
If a bill is never scheduled, it cannot be voted on.
It’s not meant to be dramatic or controversial; it’s just how the current system works. The party with the most members holds the power to decide what moves forward.

I believe good leadership pays attention to pressure, especially from people in their own districts. If your representatives aren’t listening, then it might be time to vote for new ones.
